Transportation Emergency Ordinance of Wayne County, Indiana
Wayne County Emergency Management Agency (EMA) issues travel declarations for Wayne County. These are in reverse order of the system recommended by
the State of Indiana Department of Homeland Security (see below), but in the same order as Preble County and the State of Ohio.

LEVEL 3
Travel is prohibited for all but emergency personnel (police, firefighters, emergency medical personnel, highway crews) and critical occupations (utility workers, highway crews, medical providers, fuel delivery, news media). Violators can be fined $150.

LEVEL 2
In addition to the emergency personnel permitted under Level 3, only travel to and from work (contact your employer),
to obtain essential medical care, prescriptions, supplies of food or fuel, or to obtain safe shelter is permitted.
Motorists in violation of the advisory are subject to fines of up to $150.
Parking on all county roads and their rights-of-way is prohibited during the advisory and vehicles found in violation will be towed at the owner's expense.

LEVEL 3
According to Ohio Revised Code 11.07, all roadways are closed to non-emergency personnel. Those traveling unnecessarily may be subject to fine or arrest. Cars may be towed at the owners' expense for snow-removal purposes.

Roadways are hazardous because of blowing and drifting snow or freezing rain and sleet. Only those who feel it is absolutely necessary to travel should be on the roads. People should contact their employers.

LEVEL 1 - Emergency
A State of Emergency has been declared by the County
Commissioners. Travel may be restricted to emergency
personnel ONLY! Further restrictions may be included in
the declaration.

LEVEL 2 - Warning
Conditions are threatening to the safety of the public.
Only essential travel is recommended (i.e. to and from
work, emergency situations, etc.). Emergency action
plans have been or should be implemented by businesses,
schools, government agencies and other organizations.

LEVEL 3 - Watch
Routine travel or activities may be restricted in areas
because of a hazardous situation; citizens should use
caution or avoid these areas. Schools and businesses
may begin to implement their emergency action plans.

CAUTION
A condition may develop that limits or hinders travel or
activities in isolated areas. No travel restrictions have
been reported but citizens should be alert to changing
conditions.
