Story:A west point grad and veteran of ww2,Korea and half a dozen other little wars, Ephraim was recruited into the N.W.O when his potential was noticed by a superior officer. Since that time, He has worked in both civilian and military circles to further the technocratic cause.He believes in order,discipline,and duty. Don't try to turn him. he may develop respect for you and you for him...but if you underestimate him,start digging your grave. He has extensive influence and is paranoid about exposure of any kind. (an investigator would have a hard time proving that he existed at all.) Absolutely believes that any means neccessary is justified for the greater good. Like most military men, almost never questions his own motives but is hell on execution of plans. Ephraim is a no-shit,brassed balled,copper-plated,son-of-a-bitch and a serious hardcase to boot. The Technocracy has taken to sending him to trouble spots where the locals have let the reality deviant situation get out of hand.
Story Uses:
Technocrat Mentor: Cares for his people and sees that they get the best of everything...as long as they aren't a liability or a security risk to the technocratic cause. Has been known to take on the occasionally promising protege.
