Dear Letter Carrier:

The 2004 election is just one week away. National and state-level polls indicate that the contest for the presidency is too close to call. In many states, Senate and House races are extremely close as well. As activists, we can make the difference on Election Day and help elect candidates who support letter carriers and a strong U.S. Postal Service.

If we are willing to work at it, we can help make Senator John Kerry the next President of the United States and ensure that NALC-endorsed candidates of both political parties are sent to Congress.

In order to do this, it is imperative that you:

  • Vote on Tuesday, November 2.
  • Encourage your family members and friends to vote as well.
  • Urge your co-workers to read the October Postal Record to learn about the issues and about NALC-endorsed candidates.
  • Contact your state or local AFL-CIO to volunteer your time to Labor 2004, the labor movement’s get-out-the-vote campaign.

NALC endorsed Sen. Kerry at the 64th Biennial Convention because of his long record of supporting letter carriers, the Postal Service and working people in general. President Bush forfeited the NALC's endorsement when he refused to respond to our candidate survey and then acted to block postal reform legislation from advancing in Congress. And just last week, the Bush administration revealed its ill will toward letter carriers in two significant ways:

  • First, it granted a recess appointment to the USPS Board of Governors to Carolyn Gallagher. Gallagher is the Texas businesswoman who chaired the workforce subcommittee of the President’s Commission on the USPS. That subcommittee produced the most outrageously anti-labor proposals adopted by the Commission, which included gutting our collective bargaining rights and giving a Postal Regulatory Commission the power to veto negotiated contracts and to impose wage and benefit cuts on postal employees.
  • Second, the Bush-Cheney campaign outrageously insulted us all with a letter to the Postmaster General containing a reckless and groundless claim that letter carriers planned to tilt the election in Florida by refusing to deliver voting materials to Republican households. I immediately demanded an apology, which I have not received to this point.

The last election was decided by just 537 votes in just one state. Let’s not let that happen again. Go the extra mile on behalf of your brothers and sisters and help secure your job and your future next week on Election Day.

We need to urge our Senators and Representatives to schedule votes and pass Postal Reform, and urge the White House to let the Congress act and then sign reform into law. Our future as postal employees, and the future of the Postal Service, cannot wait!

Please follow through on the unanimous, bipartisan committee votes in both Houses of Congress, and schedule a vote on Postal Reform legislation now! (H.R. 4341 and S. 2468)

The White House has blocked a vote on Postal Reform legislation, even though Chairman Tom Davis' House Government Reform Committee and Chairman Susan Collins' Senate Committee on Governmental Affairs have voted unanimously (40-0 and 17-0) in favor of Postal Reform.

Chairmen Tom Davis and Susan Collins and their committees have worked long and hard to craft solid, bipartisan legislation. Both bills aim to relieve the Postal Service of a $27 billion obligation for military retirement benefits earned by postal employees. The obligation was unjustifiably transferred from the Defense Department to the Postal Service last year. Both bills will also help the Postal Service change so it can survive and prosper in the new economy.

The White House staff has told Rep. Tom Davis that now is not the time to move Postal Reform Legislation. I strongly disagree!

A failure to act now on Postal Reform could result in a 6-cent increase in postage next year. This would amount to a new Stamp Tax that could drag down the economic recovery.

I urge you to push for H.R. 4341 and S. 2468 to be scheduled for floor action. As a USPS letter carrier and voter, I consider your support on this matter essential. Thank you.
